Another event in the Business Coffee series is now behind us.

We have just concluded another Business Coffee meeting, during which we discussed one of the most practical challenges in wind energy projects – the relationship between the local spatial development plan (MPZP) and the so-called “agricultural consent” 🌱

During the session, we looked at this issue from both an investment and spatial planning perspective. We discussed, among other things, the difference between changing land designation to non-agricultural use within a local zoning plan (MPZP) and the process of excluding land from agricultural production at the building permit stage—two procedures that are often confused in renewable energy (RES) projects.

We also addressed one of the common dilemmas arising during the preparation of local spatial plans for wind farms: whether and how the rotor sweep area of a wind turbine should be included in the zoning plan.

In planning practice, different approaches are applied, which can significantly impact the planning procedure itself, the scope of required approvals, and subsequent stages of project development. This issue clearly demonstrates how important it is to properly distinguish between the various stages of the investment process—from spatial planning, through environmental procedures, to the building permit stage. It is at the intersection of these processes that most interpretative questions and uncertainties arise.

These meetings are a great opportunity for us to exchange practical project experience and discuss the real challenges currently faced by the wind energy sector in Poland.

See you at the next Business Coffee meetings ☕
